Hurricane & Flood Mortuary Continuity Planning

A cooler may remain mechanically sound while the surrounding operation is interrupted by inaccessible roads, unavailable fuel, damaged utilities or a closed receiving area. Hurricane and flood planning should consider the refrigeration equipment and the routes, people and services needed to support it.

Review the site before selecting equipment

Have qualified facility professionals review proposed equipment placement, outdoor components and applicable local flood and wind requirements. An open area is not automatically a suitable temporary refrigeration site. Confirm ground conditions, drainage, security, service access and how the location relates to local emergency-management instructions.

The FEMA Ready Business program provides preparedness resources, including hurricane and inland-flooding toolkits. Its materials can support the facility’s broader continuity process. Equipment purchasing decisions should sit within that process rather than replace it.

Plan the full receiving route

Record the route from the delivery vehicle to the installation location: dock or ground-level unloading, forklift availability, door openings, turns and thresholds. Determine whether that route remains usable if the normal entrance is unavailable. Ask the carrier and supplier to confirm access assumptions in writing; delivery arrangements and transit times may change during regional disruptions.

For existing equipment, retain model numbers, current submittals and service contacts somewhere authorized personnel can access if the building is unavailable. If equipment has been exposed to floodwater or physical damage, arrange assessment by qualified professionals before returning it to service. This guide does not provide electrical restart or cleanup instructions.

Connect refrigeration planning with utility continuity

Document the available electrical service and identify the professional responsible for reviewing backup-power compatibility. Include refrigeration controls, monitoring and supporting equipment in that discussion. Confirm who arranges fuel, generator service and temperature verification under the facility’s procedures. The power-outage planning guide covers the purchasing information to gather.

Quote checklist for replacement or overflow capacity

  • Required usable positions and expected operating period.
  • Proposed installation address and indoor or outdoor conditions.
  • Room, doorway and receiving-route dimensions, with access restrictions.
  • Available electrical service and the intended backup-power arrangement.
  • Unloading method, alternate delivery contact and requested completion date.

Review walk-in mortuary coolers alongside racks and lifts; confirm the complete layout and current specifications. For a separate contingency site, use the temporary-facility checklist.
